I.  HORIZON 2020 - R&I Funding 

Horizon 2020 is the 2014-2020 EU funding programme for Research and Innovation. It covers the whole research and innovation value chain, from big international collaborative research projects to smaller projects with a clear view on the market. Thematic work programmes set the priority topics for 2 years and every year calls for proposals are open for these pre-defined research and innovation topics. For topics falling under the SME instrument or the Fast Track to Innovation, calls for proposals are continously open with 3 or 4 cut-off dates per year.

Under Horizon 2020, ICT stakeholders have a specific Work Programme under the Industrial Leadership pillar:

In addition, ICT actors can also address topics falling under the SME Instrument or the Fast Track to Innovation as these calls for proposals are continuously open with 3 or 4 cut-off dates per year.

Under Horizon 2020, Sustainable Construction stakeholders are addressed mostly in the work Programme of the following Societal Challenge:

The Sustainable Construction sector will also find funding opportunities in the pillar "Leadership in enabling and industrial technologies" (LEIT) and in particular in the work programmes related to the following

Key Enabling Technologies:

Public-Private-Partnerships (PPP) Energy-efficient Buildings EEB benefit from a specific focus with dedicated calls for proposals, under the Societal Challenge 3 and LEIT Work Programmes and the PPP SPIRE (resource and energy efficient manufacturing process),.

Of interest for the Sustainable construction sector are also the following cross-cutting calls: Industry 2020 in the Circular Economy, and Smart and Sustainable Cities.

Horizon 2020 in brief

Horizon 2020 is the EU’s new programme for research and innovation. It runs from 2014 to 2020 with a budget exceeding 80 billion euros.

H2020 combines all research and innovation funding previously provided through the Framework Programmes for Research and Technical Development (FP7), the innovation related activities of the Competitiveness and Innovation  Programme (CIP) and the European Institute of Innovation and Technology (EIT).

The support for Research and Innovation under Horizon 2020 is implemented via three pillars (click in each category for more information):

 

    Excellent Science      

  Leadership in enabling and industrial technologies  

SME & Access to risk finance

  Societal Challenges    

 

A new set of rules has been designed to provide major simplifications for participants. Under Horizon 2020, there is only one funding rate per project whatever the type of activities and participants: 100% for research and innovation projects and 70% for innovation projects (closer to the market. Non profit organisations enjoy a 100% funding rate even for innovation projects. And one single rate of 25% for indirect costs for all participants.

The time-to-grant is reduced to 8 months (5 months for the evaluation process and 3 months for contract signing).

New funding mechanisms are available under the pillar "Societal Challenges" and "Leadership in enabling and industrial technologies". Of utmost interest, the SME instrument aims to attract more innovative SMEs to Horizon 2020 and to accelerate the market introduction of new technologies, products, processes and services.
